Compute what the source-repo zero-config target would look like.

Mirrors the read-only half of — connected VCS source + active connection bound to the caller (or org-scope) → typed config that the Settings UI uses for prefill and the "issues will go to <repo>" preview. Read-only; never inserts a row.
