Set the org's SSO federation config

Configure SSO federation. Admin/owner only.

Enabling SSO (enabled=true) is admission-gated behind release_enterprise_sso (404 when off). Disabling is always allowed so flipping the flag off never strands an org. A provider config is required to enable.

Bad request — malformed input or failed validation.

Authenticated but not authorized for this resource. Note: cross-organization reads return 404, not 403.

Conflict — the current resource state does not allow this operation (e.g. assessment already started, email already in use).

Semantic validation failure — request shape was valid but contents were not.
