Set the organization's 2FA enforcement policy

Enable or disable org-wide 2FA enforcement.

Admin/owner only. Turning enforcement on stamps enforced_at (the grace-window anchor) and enforced_by; turning it off clears both. Re-enabling resets the grace window. Members without 2FA keep access until the grace window closes, after which they are forced to enrol on their next request (see ``).

Authenticated but not authorized for this resource. Note: cross-organization reads return 404, not 403.

Conflict — the current resource state does not allow this operation (e.g. assessment already started, email already in use).

Semantic validation failure — request shape was valid but contents were not.
