Update a draft assessment

/api/v1/assessments/drafts/:draft_id

Update mutable fields on a draft assessment.

Accepts full code/public_id (e.g. AIS-ADB-XKR-DRAFT). Owner/admin can edit any draft in their org; managers can only edit their own.

• Scope required: assessments:update.
• Rate-limit tier: read/default.
• Idempotent per-request; repeated identical payloads are safe.

Authenticated but not authorized for this resource. Note: cross-organization reads return 404, not 403.

Conflict — the current resource state does not allow this operation (e.g. assessment already started, email already in use).

Semantic validation failure — request shape was valid but contents were not.
